Homeland Security "We must ensure the security of our airports, seaports, utilities and communication systems, and we must enforce strict control over those public and private research facilities that have access to biological and chemical agents. We also must provide the personnel required to meet our security needs and facilitate better communication among all agencies. These investments should be made now if we are to protect ourselves." - Yvette Clarke Our country's most glaring vulnerabilities be addressed: our airliners and railways, the cargo containers in our ports, our chemical and nuclear power plants, and the cybersecurity of our nation's technological infrastructure. And he has been front and center in fighting for our nation's first responders; the firefighters and police officers who are truly on the front lines of homeland security. As the 9-11 Commission Chairmen Thomas Kean and Lee Hamilton have noted, the recommendations of the 9-11 Commission are not an ultimatum, but swift action on these recommendations and reforms are crucial to safeguarding our nation. Having reviewed the recommendations of the 9-11 Commission Report, Clarke now demands that swift action be taken to implement these necessary reforms The United States must strengthen its resiliency against the weapon of fear that terrorist wield. Clarke believes that the psychological warfare of terrorism and its ability to strike fear into Americans must be guarded against and confronted much more aggressively. In order to accomplish this, she supports The National Resilience Development Act of 2003 (H.R. 2370), which would amend the Public Health Service Act to direct the Secretary of Health and Human Services to convene and lead an interagency task force to increase the psychological resilience of the American public, and improve the ability of Federal, State and local governments to respond to the behavioral, cognitive, and emotional impacts of terrorism, along with their implications for disaster management. Clarke: We Need a Local Community Disaster Plans Clarke supports The Ready, Willing, and Able Act (H.R. 3565), designed to promote the development of community-based disaster plans that will protect the maximum number of citizens. Clarke Calls for Passage of S.O.S. Act H.R. 4899 100-percent scanning of shipping containers Congressman Jerrold Nadler, Congresswoman Carolyn
Maloney, Congressman Gregory Meeks, and Congresswoman Nydia Velazquez
today called for the passage of a bill to mandate the scanning of 100
percent of U.S.-bound shipping containers at their port of origin. H.R.
4899, would ensure that every shipping container arriving in the United
States would be inspected.
